Part of the reason the airport is frustrating also has to do with congestion. Frankfurt is the busiest airport in Germany, as far as passenger traffic goes. It has four runways, two terminals, and can handle a maximum of 65 million passengers per year, many of whom have commented that the airport is confusing.
